For new-comers, essentially there are two ways into modeling. First, get lucky and wait around until someone somewhere notices you and scouts you. Very unlikely! Or you take action, build your own portfolio and send it to everyone and eventually you may get assignments.

Of course this means you need to pay for a portfolio. Where do you get one built?

You need to be very careful where you get your portfolio, you dont have to pay £500, £700, £900 to build a portfolio like many gullible people do.
